A proxy, subject to the following conditions, may represent a member of the WCRC at any WCRC meeting:

1. No individual may cast more than one vote at any meeting he attends.

2. Any person who acts as a proxy for another must meet the qualifications for membership on the WCRC as set forth in Article I of these By-Laws and meet the requirements as stated in Article VII, Section A2 of the State Party Plan. 

Therefore, the proxy holder must be a registered voter from the same Magisterial District represented by the absent member of the committee.
